Ladies and gentlemen,

Distinguished guests,

Good afternoon,

It is truly an honour to stand before you today at the Internet Governance Forum under the inspiring theme: "The Internet We Want – Empowering Ugandans." In a world driven by technology and connectivity, this theme holds paramount significance for the progress and prosperity of our nation - Uganda.

The Internet has revolutionized the way we live, communicate, and do business. It has transcended boundaries, connecting people, ideas, and cultures from all corners of the globe. For Uganda, a nation known for its rich diversity and potential, the Internet has opened doors to unprecedented opportunities. From urban centers to the most remote villages, the Internet has the power to empower Ugandans across the spectrum.

Today, as we gather here, we must reflect on the kind of Internet we aspire to create for our country. An Internet that truly empowers Ugandans is one that is accessible, inclusive, and secure. It is an Internet that bridges the digital divide, ensuring that every citizen, regardless of their location or background, can harness the benefits of the digital age.

Accessibility is the cornerstone of the Internet we want. We must work tirelessly to provide affordable and reliable Internet access to every corner of our nation. This means investing in infrastructure, encouraging innovation, and collaborating with the private sector to build a robust digital ecosystem. By doing so, we ensure that every Ugandan can access information, education, healthcare, and economic opportunities at their fingertips.

Inclusivity is equally essential. The Internet we want should not leave anyone behind. It should empower women, youth, persons with disabilities, and marginalized communities. Digital literacy programs, tailored to different segments of society, can pave the way for meaningful participation in the digital world. Let's foster an environment where everyone can contribute to and benefit from the Internet's vast resources.

Security is a critical foundation of the Internet we want. As we empower Ugandans digitally, we must also safeguard their privacy, data, and online experiences. Collaboration between government, industry, and civil society is pivotal to create a secure digital environment that fosters trust among users. By nurturing cybersecurity measures, we can ensure that the Internet remains a safe space for individuals, businesses, and governments to interact and thrive.

But, ladies and gentlemen, the Internet is not without its challenges. Misinformation, cyber threats, and digital divides are realities we must confront. As we strive for the Internet we want, we must also embrace our responsibilities as digital citizens. Critical thinking, digital etiquette, and responsible online behaviour are the building blocks of a healthy digital society.

In conclusion, the Internet we want for Uganda is one that empowers, enlightens, and elevates our nation. It is an Internet that transcends barriers, embraces diversity, and propels us towards a brighter future. As we gather insights and perspectives during this forum, let us commit ourselves to forging partnerships, policies, and actions that shape our digital destiny.

I extend my gratitude to all participants, organizers, and stakeholders who have come together to envision a better digital future for Uganda. Let us work hand in hand to create an Internet that truly reflects the aspirations and dreams of all Ugandans.

Thank you.

Hon. Kabbyanga Godfrey Baluku

Minister of State For National Guidance
